The Utah Certified Emergency Manager (UCEM) & Utah Associate Emergency Manager (UAEM) are professional certification designations created to promote the professionalization of emergency management in Utah.

The Utah Emergency Management Certification Program is co-sponsored by the Utah Division of Emergency Management (DEM) and the Utah Emergency Management Association (UEMA).

Spring March 30.
Fall September 30.

2024 Update to the Utah Certified Emergency Management Program

The UCEM program has undergone a thorough review of all application materials and changes have been made to simplify the application process.

The process now begins with a Notice of Interest form which provides support with a number of tools to complete the application.

Already certified through IAEM?

The State of Utah is proud to be able to offer reciprocity for individuals already certified. Please complete this application to receive the Utah designation to match your IAEM designation.

KEY CHANGES:

  • We have added a Notice of Interest Form to ensure eligibility.

  • Application documents are now uploaded online.

  • The Requirements Guide has been simplified & a video tutorial has been created.

  • Proof of high school education no longer requires the upload of a diploma/transcript. 

  • Only one reference letter is required, rather than three.

    (additional letters are accepted as proof of specific experiences/contributions).

  • We now accept credit card payments online for the application fee.

  • You can now apply directly from the UEMA website as well as the DEM website.

HOW TO APPLY:

To prepare for UCEM certification, candidates should gather independent verification of the following:

  • Proof of Work History/Experience (minimum of 3 years)

  • Education Requirement (high school or college)

  • Reference letter from current supervisor indicating support of the UCEM application

  • Proof of Professional Contributions beyond normal duties (minimum of 5 of the following)

    • Professional Membership, Professional Conferences, Service Role, Leadership Role, Special Assignments, Speaking, Teaching, Course Development, Publications, Audio-Visual and Interactive, Awards or Special Recognition, Legislative Dialogue, Conducting Research

  • Proof of Training

    • 75 hours emergency management & 50 hours general management

    • PDS and NIMS must be included in training hours 

  • Proof of Exercise Experience

  • Proof of Disaster Experience

  • Proof of Planning Involvement (minimum of 2 plans)
